Identification Process

How does Carlisle Area School District identify gifted students?
Parents may email the school counselor (cc: the principal) in any grade to request their child be screened for gifted identification. To proceed to the next step a student must qualify at each level.

Referral process: 
Level I Screening (Parent permission required):
Scales for Identifying Gifted Students – Teacher/School Version (SIGS) completed by teacher
Screening Assessment for Gifted Elementary and Middle School Students (SAGES) administered to the student by the school counselor
Determine any intervening factors
Letter home to the parent 

Level II Screening (Parent permission required)
Scales for Identifying Gifted Students – Parent/Home Version (SIGS) completed by parent
Kauffman Brief Intelligence Test, Second Edition (KBIT-2) administered to the student by school counselor
Letter home to the parents (if passed, move to the next step)
Level II, school counselor emails the Gifted Packet to the school psychologist) 

Level III Screening
Parent permission for gifted evaluation
Individual Cognitive Test and Individual Achievement Test administered by school psychologist
Meeting held to discuss results of gifted evaluation
Development of GIEP if the student qualifies
GIEPs are annual plans that summarize present levels of educational performance and outline specific goals and outcomes, and any accommodation necessary for enrichment or acceleration. GIEP accommodations support students’ strengths and do not address deficiencies. 

What is the process for incoming military students with previous gifted identification? (DoDEA blue card, ALP, Level III services, IEP Gifted, etc…)
The gifted paperwork of transient military students will be reviewed, and students will be offered comparable services without further testing.
Military students retiring in Carlisle are subject to Carlisle’s gifted screening process.
